The legal representative of the Sindicato de Trabajadores de la Construcción del Brazo Aña Cua (Sitracbamd), lawyer Vidal Cáceres, has denounced a recent directive from the Aña Cuá WRT Consortium—comprising Webuild, Rovella, and Tecnodil—that bans workers from taking photographs or recording videos at the hydroelectric project site. According to ABC Color, Cáceres stated that the measure, ostensibly justified by intellectual property rights, is actually intended to hide irregularities in the project's execution.
Cáceres called on the National Government and the Entidad Binacional Yacyretá (EBY), which finances the project, to clarify the situation. He described the ban as “totally reckless,” noting that Paraguay is a sovereign nation whose Constitution guarantees the right to information. The consortium, he argued, is arbitrarily trying to prevent knowledge of existing irregularities within the hydroelectric venture.
The lawyer further questioned EBY's silence, saying the institution has not announced any measures despite being the project's financier. He added that both Paraguayan and Argentine workers are upset by the ban and by the threat of dismissal if they are caught publishing images related to the works. “I find the consortium's decision very reckless, because I believe what they seek is to cover up the irregularities and improvisations of the company in the execution of the work. This is a project of public interest. As is public knowledge, the project has faced a series of setbacks, even reaching a semi-paralysis precisely because of the consortium's serious irregularities,” Cáceres said, as reported by ABC Color.
The ban was communicated through circular 05/2026, signed by the consortium's manager, engineer Pedro Patiño. It prohibits taking photographs and making videos of the works, citing intellectual property. The directive applies to workers, subcontractors, transporters, and collaborators linked to the project. Non-compliance can result in immediate removal of personnel from the facilities, a permanent ban on entry, and contract suspension, as applicable.
