Attorney General Rolón creates new cybercrime unit and transfers Lorenzo Lezcano, subject of investigation

Paraguay's Attorney General Emiliano Rolón created two new specialized cybercrime units and assigned prosecutors Lorenzo Lezcano and Federico Delfino to them, amid controversies over Lezcano's conduct, who is the subject of a preliminary investigation by the Jury for the Prosecution of Magistrates for alleged ties to the late congressman Eulalio Gomes.

Paraguay's Attorney General, Emiliano Rolón, announced a series of changes in the Public Ministry, including the creation of two new specialized cybercrime units and the transfer of controversial prosecutors to these areas. Resolution FGE N° 1653 established the Specialized Unit for Computer Crimes No. 4 and No. 5 in Asunción, and assigned prosecutors Lorenzo Lezcano and Federico Delfino to head each of them, respectively, without prejudice to their duties in the Anti-Kidnapping unit.

Lezcano, who had already been confirmed as a prosecutor in April by decision of the Supreme Court of Justice — with favorable votes from ministers Luis María Benítez Riera, Víctor Ríos Ojeda, César Garay Zuccolillo, María Carolina Llanes, César Diesel Junghanns, and Alberto Martínez Simón, and abstention from Eugenio Jiménez Rolón — faces a preliminary investigation by the Jury for the Prosecution of Magistrates in the case known as #LaMafiaManda. Minister Gustavo Santander Dans, who voted against Lezcano's confirmation, recalled that the prosecutor is being investigated for alleged conversations with the late Colorado congressman Eulalio “Lalo” Gomes Batista.

According to conversations extracted from Gomes' phone, Lezcano allegedly shared sensitive information about investigations and even received a bank transfer of 15 million guaranis, supposedly intended for the prosecutor's brother, César Achucarro González. In October 2022, Lezcano allegedly informed Gomes about the name of a suspect in the murder of Haylee Acevedo, daughter of the governor of Amambay. In November 2023, when the Jury for the Prosecution of Magistrates was investigating Lezcano for allegedly allowing drug trafficker Sebastián Marset to move freely in the country, the prosecutor allegedly asked Gomes for help, who replied that the president of the Jury, Orlando Arévalo, was “in our hands.”

In addition to Lezcano and Delfino, deputy prosecutor Soledad Machuca was transferred from the Specialized Unit for Economic and Anti-Corruption Crimes (UDEA) to the Transitional Criminal Unit of Asunción, in addition to taking on other responsibilities. Other changes include the assignment of deputy prosecutor Jorge Sosa García to the Department of Ñeembucú and of Digno Jorge Duo Pérez to the Criminal Execution Unit of Paraguarí.

The new cybercrime units will include prosecutors Ruth Benítez, Diana Gómez, and Irma Llano, under the supervision of deputy prosecutor Matilde Moreno, who had previously been responsible for Lezcano and Delfino in the Anti-Kidnapping unit.
