Paraguay's Ministry of Justice carried out the largest transfer of inmates in the national prison system early this Monday (18) as part of operation "Umbral 2.5". About 225 women deprived of liberty were moved from six penal facilities to the new Women's Penitentiary Complex in Emboscada (Comple), located in the Cordillera department.
The operation began around 2 a.m. and ended without incidents, according to authorities. The largest contingent came from the Women's Penitentiary Center "Juana María de Lara" in Ciudad del Este, from where 109 inmates were taken in five long-distance buses, escorted by the National Police and soldiers from the 3rd Infantry Division "Carandayty".
From the Regional Penitentiary of Misiones in San Juan Bautista, 56 women were transferred in two buses, under the supervision of Major Javier Constantini of the Armed Forces. From the Regional Penitentiary of Concepción, about 60 inmates were taken to Comple, leaving only 15 detainees in that regional prison.
The Ministry of Justice did not disclose the identities of those transferred nor the criteria used to determine who would remain in regional prisons and who would be sent to Comple. The ministry stated that the redistribution seeks to optimize prison administration and ensure better housing conditions for women.
Pregnant inmates or those with young children will receive differentiated treatment and will later be relocated to the "Serafina Dávalos" Penitentiary Center in Coronel Oviedo, as informed by the ministry.
