Paraguay's Public Ministry, through the Economic and Anti-Corruption Crimes Unit, has filed new charges against suspended peace judge Carmen Analía Cibils and former judge Nathalia Garcete, who was removed in 2025 by the Jury for the Prosecution of Magistrates (JEM). The accusations, brought by prosecutors Belinda Bobadilla, Jorge Arce, and Leonardi Guerrero, involve suspicions of malfeasance, document forgery, and allegedly false notifications within the scheme known as the 'promissory note mafia'.
The new cases add to a previous investigation, already in the oral trial phase, against Cibils. In addition to the magistrates, actuaries and court officers have also been charged for alleged irregularities in procedural notifications. The scheme, which involves the fraudulent issuance of promissory notes, has been the target of investigations by the Public Ministry since illicit practices in peace courts across the country came to light.
Nathalia Garcete, who had already been removed by the JEM, now faces new accusations that could worsen her legal situation. Judge Cibils, meanwhile, remains suspended from her duties while responding to the proceedings. The investigations continue, with expectations that new revelations may emerge in the coming months.
