The Comptroller General of the Republic (CGR) fined a total of 162 mayors from the previous term as well as several current ones for not submitting their sworn declarations on time and in the proper manner. The sanctions are concentrated in the Central and Alto Paraná departments, where 15 communal authorities were penalized.
In the Central Department, nine mayors and former mayors must together pay G. 237,737,700. Among them are Aníbal Gómez, former mayor of Mariano Roque Alonso (MRA), who received a fine of G. 26,415,300 and requested reconsideration, still under review by the agency. Gómez served as interim mayor after the resignation of Carolina Aranda, who was also fined the same amount. The list also includes Mabel Cárdenas (former mayor of Ypacaraí), Fernando Báez (former mayor of Lambaré), Felipe Quiñónez (former mayor of San Lorenzo), Teodosio Gómez, Dilio Ortiz Albrecht and Horacio Ortiz Albrecht (former and current mayor of Ypané, respectively), and Rosa Agustín González (Guido), current mayor of Lambaré. Each of them was fined G. 26,415,300.
In Alto Paraná, the fines total G. 96,651,923. Those sanctioned were Plutarco Bogado (former mayor of Ñacunday, G. 9,209,923), Alberto Almada (former mayor of Domingo Martínez, G. 29,426,700), Natividad Centurión (former mayor of Juan E’Oleary, G. 5,200,000), Martín Quiñónez (former mayor of Minga Porã, G. 20,000,000), César Romero (former mayor of Cedrales, G. 6,400,000) and Everaldo Acosta (former mayor of Ñacunday, G. 26,415,300).
The fines range from 20% to 100% of salary, depending on the days of delay. Every public employee must submit two sworn declarations: upon taking office and upon leaving. The deadline is 15 business days after taking office or leaving. In case of non-compliance, a fine of 20% of salary is applied for every 30 days of delay. If the employee pays the fine but does not regularize the declaration, salary is withheld until compliance. Upon leaving office, the Comptroller has no mechanisms to enforce compliance.
The administrative proceedings for applying the sanctions were initiated in 2020. To date, more than 1,000 cases have been concluded.
