New charges against former peace judges in the 'promissory note mafia' scheme in Paraguay

The Paraguayan Public Prosecutor's Office has filed new charges against former peace judges Analía Cibils and Nathalia Garcete, as well as lawyers, court officers, and other officials, in the case known as the 'promissory note mafia'. The charges include malfeasance and falsification of public documents.

The Attorney General's Office of Paraguay has filed a new indictment against former peace judges Analía Cibils and Nathalia Garcete, both already under prosecution in the scheme known as the “promissory note mafia.” The complaint, presented by prosecutors Jorge Arce, Belinda Bobadilla, and Leonardi Guerrero, also targets lawyers, court officers, and other judicial employees.

Among the newly charged are Olivia Mosqueda and Pablo Cabrera, former dismissed court clerks; Mariam Ortiz, former court officer; and Víctor Hugo Rotela, court officer. Also indicted were lawyers Édgar Fabián Ayala Melo, Juan Alberto Bogado, and César Rubén Bogarin Alen, who represented the collection company CARSA, as well as Sun Young Bang, hired by Plan Urbano S.A.

In the specific case of the Peace Court of La Encarnación, suspended judge Carmen Analía Cibils Miñarro was indicted again, along with her clerks Martina Elsa Rivela Santacruz and Ricardo Ramón Cuevas. The list also includes court officer Audrey Jazmín Galeano Mora and lawyer Thalia Desiree Benítez Faría, legal representative of PH Sociedad Anónima.

The charges are for malfeasance, immediate production of false public documents, and use of false public documents. The new indictments were based on the review of dozens of judicial proceedings forwarded by an internal audit, within the framework of the “promissory note mafia” case.

The scheme, which involved the manipulation of credit instruments (promissory notes) for improper collections, had already led to the suspension of the judges and the dismissal of other officials. The Supreme Court of Justice confirmed the suspension without pay of Cibils and Garcete.
