New Charges in 'Promissory Note Mafia' Case Hit Peace Judges and Court Officials

Peace Judge of La Encarnación, Analía Cibils, and former Peace Judge of La Catedral, Nathalia Garcete, have been charged again by the Paraguayan Public Prosecutor's Office for alleged malfeasance and use of false documents, as part of the scheme known as the 'Promissory Note Mafia'. The accusations also include actuaries, court clerks, and representatives of credit companies.

Prosecutors Belinda Bobadilla, Jorge Arce, and Leonardi Guerrero filed new charges against Peace Judge of La Encarnación, Carmen Analía Cibils Miñarro, and former Peace Judge of La Catedral, Nathalia Guadalupe Soledad Garcete Aquino, for the alleged crimes of malfeasance and use of public documents with false content. The accusations are part of the investigation into the so-called 'Promissory Note Mafia', which is probing a network of fraudulent issuance of judicial securities.

In the case involving Cibils, actuaries Martina Elsa Rivela Santacruz and Ricardo Ramón Cuevas were also charged as alleged accomplices. In another proceeding, in addition to Cibils, actuary Cuevas, notifying clerk Audrey Jazmín Galeano Mora, and representative of the company PH SA, Thalia Desiree Benítez Faría, were reported, the latter as an alleged instigator of malfeasance.

In the case of Garcete, former actuaries Olivia Asunción Mosqueda Núñez and Pablo Matías Cabrera Irigoitia, and former clerk Mariam Adelaida Ortíz Aquino were charged for the same offenses. The investigation also reaches lawyers representing the Risk Management Company SA (CARSA) — Edgar Fabián Ayala Melo, Juan Alberto Bogado, and César Rubén Bogarin Alen — and lawyer Sun Young Bang, representative of the company Plan Urbano, as alleged instigators of malfeasance and perpetrators of use of false documents. Former bailiff Víctor Hugo Rotela was charged as the perpetrator of the immediate production of false public documents.

The Public Prosecutor's Office requested a two-month deadline to present a conclusive request in each of the new cases. The main actions against Cibils and Garcete have already been elevated to oral and public trial.
