Criminal complaint against former IPS president for alleged loss of G. 391 billion

Lawyers filed a complaint with the Public Prosecutor's Office against former IPS president Jorge Brítez and eight other former members of the Board of Directors for alleged irregularities in five tenders totaling more than G. 391 billion.

Lawyers Juan José Bernis and María Muñoz filed a criminal complaint this Tuesday (19) with the Public Prosecutor's Office against the former president of the Social Security Institute (IPS), Jorge Brítez, and eight other former members of the entity's Board of Directors. The action points to alleged irregularities in five bidding processes carried out during Brítez's administration, which allegedly caused a patrimonial loss exceeding G. 391 billion.

According to the complaint, forwarded to the Specialized Unit for Crimes against the State, those involved are accused of the crimes of breach of trust and misappropriation of public funds. In addition to Brítez, the former Supply and Logistics manager, Jaime Joel Caballero Ruiz Díaz, and the former members of the Board of Directors Gustavo Alberto González Maffiodo, Carlos Alberto Pereira Olmedo, José Emilio Argaña Contreras, Víctor Eduardo Insfrán Dietrich, and José Jara Rojas were also denounced. The Internal Audit director, Alicia Celeste Olazar Maciel, was also included in the action.

The lawyers argue that the tenders were conducted without market studies, technical feasibility opinions, or the required accreditations demanded by the Public Procurement Law. The total amount awarded in the five processes reaches G. 391,574,472,965. The complaint requests that the Public Prosecutor's Office investigate all those involved.

Jorge Brítez resigned from the presidency of the IPS in April 2026. The complaint was filed one month after his departure. So far, there has been no public statement from the accused.
