Criminal complaint against former IPS president for losses exceeding G. 391 billion

Lawyers Juan José Bernis and María Muñoz filed a criminal complaint against the former president of the Institute of Social Welfare (IPS), Jorge Brítez, and other former directors, for alleged irregularities in five tenders totaling G. 391,574,472,965. The action was filed with the Public Prosecutor's Office and points to breach of trust and misappropriation of public funds.

Lawyers Juan José Bernis and María Muñoz filed this Monday (18) a criminal complaint with the Specialized Unit for Punishable Acts against the State of the Public Prosecutor's Office against the former president of the Institute of Social Welfare (IPS), Jorge Brítez, and other former members of the entity's administration. The legal action investigates alleged crimes of breach of trust and misappropriation of public funds, with estimated losses exceeding G. 391 billion.

In addition to Brítez, who resigned from the IPS presidency in April 2026, the complaint targets the former manager of Supply and Logistics, Jaime Joel Caballero Ruiz Díaz, and members of the Board of Directors Gustavo Alberto González Maffiodo, Carlos Alberto Pereira Olmedo, José Emilio Argaña Contreras, Víctor Eduardo Insfrán Dietrich, and José Jara Rojas. Also included was the director of Internal Audit, Alicia Celeste Olazar Maciel.

According to the complainants, the irregularities occurred in at least five bidding processes conducted during Brítez's administration, whose total awarded amounts sum to G. 391,574,472,965. The lawyers argue that these processes were carried out without market studies, without technical feasibility opinions, and without the accreditations required by the law on supplies and public procurement. They request that the Public Prosecutor's Office investigate all those involved.

The complaint was filed based on documents that indicate a lack of transparency and non-compliance with legal norms in the contracts. The case now awaits analysis by the specialized unit for the opening of an investigation.
