Operation Umbral 2.5: 109 women transferred from Ciudad del Este to the women's prison in Emboscada

In the early hours of Sunday, Paraguay's Ministry of Justice executed Operation Umbral 2.5, transferring 109 women deprived of liberty from the Juana María de Lara Women's Penitentiary Center in Ciudad del Este to the Emboscada Women's Penitentiary Complex (COMPLE). The action, which lasted just over an hour, involved a strong security scheme and is part of the reorganization of the prison system, which also includes the relocation of pregnant women and mothers with young children to the Serafina Dávalos Penitentiary Center in Coronel Oviedo.

Paraguay's Ministry of Justice carried out Operation Umbral 2.5 in the early hours of Sunday (17), transferring 109 women deprived of liberty from the Juana María de Lara Women's Penitentiary Center in Ciudad del Este to the Emboscada Women's Penitentiary Complex (COMPLE). The operation began at 2 a.m. and was completed at 3:05 a.m., under a strong security scheme that included support from the Alto Paraná Police Directorate and military personnel from the 3rd Carandayty Infantry Division.

The inmates were transported in five long-distance company buses, accompanied by National Police agents and military personnel. According to the Ministry of Justice, the transfer is part of the prison reorganization process, aimed at centralizing women deprived of liberty in exclusive units for the female population, replacing the system of confinement in mixed prisons.

Subsequently, pregnant women and mothers with young children will be relocated to the Serafina Dávalos Penitentiary Center in Coronel Oviedo, meeting special health and care conditions.
