The governor of Alto Paraná, César Torres, stated that after the transfer of 109 women from the Juana María de Lara Women's Penitentiary Center to the Emboscada prison, the expectation is that male inmates will also be transferred, allowing the definitive closure of both prisons in Ciudad del Este.

“The land still belongs to the Government of Alto Paraná. Once it is vacated, we will evaluate how to best reuse this space,” Torres declared.

The most advanced project envisions the installation of a new headquarters for the National Police Directorate on the site currently occupied by the Regional Penitentiary. Torres highlighted that the land, located on Rogelio Benítez Avenue, is strategic because it allows independent access for the police institution. “The Ministry of the Interior already has the plans and the project itself. In fact, I understand that there are funds allocated,” he added.

Torres also announced that the operational unit of the Lince Group in Alto Paraná will soon be activated, with capacity to house more than 100 police personnel.

The closure of the regional penitentiary responds to years of complaints from residents of the Boquerón neighborhood, who have reported problems of insecurity and contamination. The prison is located in a residential area, surrounded by schools and businesses, which residents consider dangerous. Additionally, there are constant problems with the prison's sewage system, whose wastewater overflows and runs through the streets to Lake República.
