Public Prosecutor Estela Mary Ramírez, head of Penal Unit No. 3 in Ciudad del Este, filed formal charges and requested the pretrial detention of a 19-year-old Brazilian citizen accused of stealing a notarial seal. The young woman, who works in the migration advisory sector, was charged after investigations indicated her responsibility for stealing the instrument, which is essential for issuing public deeds and certifying signatures.
The incident occurred on Monday, May 25, at Escribanía Amarilla, located in the Boquerón neighborhood in the capital of the Alto Paraná department. According to the investigation, the suspect went to the notary's office to authenticate documents and, after entering the notary's private office and having a brief conversation, allegedly took advantage of a moment of distraction to appropriate the seal.
The discovery that the work tool was missing prompted an immediate review of closed-circuit security footage, which captured the exact moment the accused concealed the object. Subsequently, the victim's daughter located the young woman at the Regional Migration Office, where it was confirmed that the seal had already been handed over to the suspect's employer, who then voluntarily returned it to the owner.
The Public Prosecutor's Office based its request for precautionary measures on the complaint record, security footage, and the evidence receipt form. The motion argues that the risk of flight, exacerbated by the accused's status as a foreign national and her lack of ties within the country, justifies pretrial detention under Article 242 of the Code of Criminal Procedure.
