Councilors of J. Augusto Saldívar, led by Christian Domínguez (Revolutionary Febrerista Party), filed on Monday (18) in the Chamber of Deputies an impeachment request against the Comptroller General of the Republic, Camilo Benítez, and the Deputy Comptroller, Augusto Paiva. The accusation is of poor performance of duties for unblocking the transfer of royalties to the municipality without the city government settling the overdue allowances of four opposition councilors.
The case dates back to 2023, when Domínguez, Alfredo Rojas (PLRA), Marta Ferrari (ANR), and Carlos Núñez (PLRA) denounced Mayor Diego Alonso (PLRA) for alleged phantom works in the fiscal years 2022 and 2023, including a 2.5 billion guaraní project to repair 35 km of rural roads that, according to the complainants, were never executed, and a 1 billion guaraní service for Toledo Cabañas Avenue, of which only 400 million were paid. In retaliation, the city government allegedly stopped paying the allowances and representation expenses of the complainants.
In 2024, the Comptroller General of the Republic (CGR) blocked the municipality's royalties after finding discrimination. However, in May 2026, the CGR unblocked the funds without the debt of at least seven months of allowances being settled, which, according to the councilors, violates Law 6784/21. Domínguez stated that the CGR “ceased to be a control body and became a shield for corrupt mayors” and that the institution “responds more to political power than to citizens.”
Deputies Raúl Benítez (independent) and Billy Vaesken (PLRA) received the councilors and drafted a request for information to the CGR, in addition to summoning the comptroller and deputy comptroller to testify before the Budget Execution Control and Accounts Committee. The councilors insist that the action has no partisan motivation but aims to defend transparency and the rule of law.
The impeachment request was signed by six councilors: Domínguez, Ferrari, Rojas, Núñez, Derlis Espínola (PLRA), and Juan Ferrari (ANR). The CGR has not yet publicly commented on the accusations.
