After eight months of paralysis and student complaints, the Departmental Directorate in Itapuã of the Ministry of Education and Sciences (MEC) issued a statement justifying the suspension of works at the National Technical College (CTN) of Encarnación and promising to resume them in the second half of May. The project, part of the national public tender ID 443470 of 2024, was contracted for repairs and construction at 43 technical colleges, with a total investment of G. 57,971,149,171.
At CTN, the intervention was carried out by the company Las Cumbres SA, represented by Rosana Esbelta Gaona Saldívar, which received over G. 2,200 million to work at the institution. The contract, started on December 19, 2024, had a deadline until October 24, 2025, but works were abandoned in August 2025, according to reports from the school community.
In the statement, MEC attributed the suspension to “administrative and contractual situations” and the “need to regularize technical aspects related to the review and adjustment of layouts, metric computations, detail plans, and final technical specifications.” The ministry stated that irregularities were detected in external inspections and that they “are not attributable to MEC.”
The president of the Student Center, Elías Ríos, said the community awaits authorities to fulfill the commitment, noting that this is the first time they have received a formal response. Meanwhile, students and teachers had to clean and remove deteriorated metal sheets that posed a safety risk.
Four sectors of the college, which were to be transformed into laboratories for the specialties offered, remain unfinished. MEC did not respond to requests for further clarification regarding the suspended tender.
