Deputy Cleto Giménez requests report from Foreign Ministry on Paraguayan consulates abroad

Congressman Cleto Giménez introduced a resolution bill requesting the Ministry of Foreign Affairs to provide a detailed report on the operations of Paraguayan consulates abroad, including information on their locations, jurisdictions, services offered, and traveling consular outreach events, with the aim of strengthening legislative oversight of services for Paraguayans living outside the country.

Congressman Cleto Giménez has introduced a resolution bill requesting the Ministry of Foreign Affairs (MRE) to provide a detailed report on the operations of Paraguayan consulates abroad. The initiative aims to strengthen legislative oversight of the services provided to compatriots living outside the country.

The proposal calls for up-to-date information on all Paraguayan consular offices, including their locations, territorial jurisdictions, and the approximate number of nationals residing in the areas under their coverage. The lawmaker argues that the growing Paraguayan community settled in various countries makes it necessary to have accurate data on the reality of migrants and to assess the capacity of diplomatic missions to meet their needs.

The request also seeks to bring transparency to consular management, calling for a breakdown of the procedures and services provided during the current year, broken down by consulate, type of service rendered, and the number of documents or services issued. In addition, it requests information on the mobile consular outreach events already carried out and the schedule planned for the second half of 2026, with the aim of verifying the reach of initiatives designed to bring state services closer to Paraguayans abroad.

The initiative falls within the oversight powers granted to the National Congress by the Constitution and aims to determine whether the consular structure efficiently meets the demands of nationals. The bill will first be reviewed by the advisory committees of the Chamber of Deputies before being brought to the floor. If approved, the Ministry of Foreign Affairs will have 15 days to submit the requested information.
