Paraguay's Ministry of Justice began Operation Umbral 2.5 this Sunday, transferring female inmates from various prisons to the Women's Prison Complex (Comple) in Emboscada. The operation, supported by the National Defense Council (CODENA), aims to centralize female incarceration.
