An analysis by former Itaipú employee Julio César Benítez Sosa indicates that, with the hydroelectric plant's debt fully amortized, ANDE can dispense with the Operating Agreement and adopt tariffs based on the real cost of production. The study projects savings of US$200 million by contracting 100% of Paraguayan energy, but criticizes the 2024 triennial tariff pact for allegedly overburdening the state-owned company.
