Cartista Senator Guadalupe Aveiro Solís, who took office on March 11, 2026, replacing the convicted former senator Erico Galeano (ANR), managed in just one month to transfer her brother, Arnaldo Aveiro Solís, to Itaipu Binacional. According to official data from the hydroelectric plant, since April 16, Arnaldo has been commissioned by the Chamber of Deputies, with a monthly salary of G. 21 million, including an additional G. 6 million for the category “Non-University Level Professional.”

Arnaldo Aveiro does not have a university degree, according to his latest sworn declaration, which only records completed secondary education. Until last month, he worked as a receptionist in the Chamber of Deputies, receiving student groups and visitors in the Foreign Relations department, with a salary of G. 16.35 million. That amount had already been raised in October 2022, when his sister became a deputy, going from G. 13.5 million to G. 17 million.

Arnaldo's appointment to Itaipu was made by the head of the binational, Justo Zacarías Irún, also linked to Cartismo. Unofficial sources indicate that he was placed in the Purchasing department, but he has not yet submitted the mandatory sworn declaration to the Comptroller General of the Republic. The case reignites criticism of political appointments without technical qualifications, especially in high-salary positions in state-owned companies.
