Relatives and Allies of Power Receive Millionaire Salaries at Itaipu

Lists of employees at the binational hydroelectric plant reveal that at least 109 people earn more than President Santiago Peña, including relatives of influential politicians.

Documents obtained by the reporting show that relatives, party members, and friends of political power who joined Itaipu Binacional receive high salaries, with at least 109 employees earning more than President Santiago Peña. Among the highlighted cases are the son and daughter-in-law of former Colorado senator Juan Carlos Galaverna, a leader of the Honor Colorado movement.

Diana Rosa Centurión de Galaverna, wife of Senator Nano Galaverna, joined the binational company on February 15, 2005, and currently receives G. 42,545,600 per month. Juan José Galaverna, son of the former senator, entered on June 13, 2018, and earns G. 35,219,700 monthly. At the time of his appointment without a competitive exam, the then director of Itaipu, James Spalding, stated that the request came from former President Horacio Cartes.

Another case is that of Nancy María Diana Amarilla Guirland, sister of Liberal-Cartista senator Dionisio Amarilla. She is seconded to Itaipu, where she receives G. 10,000,000, but is an employee of the Supreme Court of Justice, with a salary of G. 10,800,000, and also works as a professor at the National University of Asunción, earning G. 4,169,702. In total, her monthly income reaches G. 24,969,702.

Hugo Walter Ovelar Duré, cousin of ruling Colorado senator Silvio Ovelar, joined the binational company on April 6, 2007, and receives G. 34,804,300. Fabiola Raquel Soto Pavón, daughter of former Colorado deputy Mario Soto Estigarribia and niece of former Defense Minister Bernardino Soto Estigarribia, entered on February 11, 2008, and earns G. 36,924,100. Mabel Villalba Leguizamón, daughter-in-law of the current Colorado mayor of Hernandarias, Nelson Cano Aguayo, joined on September 18, 2023, and receives G. 41,501,200. Rosa Mendoza, cousin of Iris Magnolia Mendoza (wife of Beto Ovelar), earns G. 44,081,500.

Former Colorado deputy Blanca Vargas receives G. 43,277,400 from Itaipu, while Zacarías leaders Elías Bernal and Carlos Florenciáñez earn G. 41 million and G. 25 million, respectively.
