Paraguayan public agencies awarded 475.835 billion guaraníes in contracts for consulting, auditing, supervision and other private professional services over the past three years. Data from the public procurement portal show that the Ministry of Public Works and Communications (MOPC) accounted for 253.2 billion guaraníes, while the National Electricity Administration (ANDE) totaled 104.69 billion.
Together, the two institutions accounted for about 75% of the total value. At the MOPC, the contracts were mainly related to construction supervision, technical assistance and infrastructure project management. The ministry, headed by Claudia Centurión, had 3,421 positions included in the 2026 National General Budget, but it also made extensive use of private suppliers.
Some of these contracts are required under international financing agreements. Supervision of the Ruta de la Soberanía (PY17), for example, received 51.959 billion guaraníes distributed among four suppliers: Ingeneg, Dynatest Engenharia LTDA - Sucursal Paraguay, Electropar Ingenieros Consultores SRL and HYTSA Estudios y Proyectos SA Sucursal Paraguay. The project is financed by CAF—Development Bank of Latin America and the Caribbean—and FONPLATA.
On Route PY-15, between Mariscal Estigarribia and Pozo Hondo, services were contracted to supervise the project's design, construction and maintenance under service-level agreements. Consorcio Chaco received 22.590 billion guaraníes, and Consorcio Consultor Bioceánico received 17.678 billion.
Among the largest supplier contracts were the 37.055 billion guaraníes awarded to Consorcio Inel Consultores to supervise improvements and reinforcements to the interior's electricity distribution system, and the 36.096 billion awarded to Consorcio Binacional Yguazú in connection with construction of the 500 kV Yguazú transmission line. Ingeniería Alto Paraguay SA accumulated 32.794 billion in seven contracts.
Other institutions also appear in the review: the Supreme Court of Justice awarded about 14.585 billion guaraníes in 11 procedures; the Ministry of Health, 12.11 billion; the Ministry of Urbanism, Housing and Habitat, 9.08 billion; and the Ministry of Information and Communication Technologies, 7.544 billion.
One of the most prominent procedures was opened by the Ministry of Education and Science to assess school infrastructure conditions. Five contracts totaled 7.1 billion guaraníes: Tomás Robert Sosa Aguilera received 1.505 billion; Red de Ingeniería de Servicios SA, 1.437 billion; Control SA, 1.437 billion; Consultora de Ingeniería Alto Paraguay SA, 1.370 billion; and Técnico Consultores SA, 1.349 billion.
Among individual consultants, Clara Antonia Benítez Díaz accumulated the largest amount in a single contract: 2.613 billion guaraníes in 2024 for social consulting services with Indigenous peoples for the Ministry of Urbanism, Housing and Habitat. Robert Sosa Aguilera received 1.505 billion for the school assessment and, after adding three other supervision contracts, reached 2.215 billion.
External financing can make hiring independent consultants mandatory, but the procedures remain subject to selection criteria, the search for the proposal that offers the greatest advantage to the state, and publication in the official procurement system. The amounts therefore represent recorded awards and do not necessarily mean that the payments have already been made in full.
