A birth certificate is one of Paraguay's basic civil-status documents. It confirms that a person's birth has been registered with the Registro del Estado Civil and is required for many subsequent procedures, including identity documents and other administrative or private transactions. For children, it can also be required for school and family-related procedures.
For many people, obtaining the certificate no longer requires a visit to the Civil Registry. Anyone with an Electronic Identity can request their own birth certificate through Portal Paraguay, pay online and download the resulting PDF.
How the electronic birth certificate works
After signing in to Portal Paraguay, the system displays the available birth record. Before paying, the preview should be checked carefully, particularly the name, date and place of birth and other registered information.
Once payment has been confirmed, the Certificado del Acta de Nacimiento becomes available in the user's digital citizen folder. Portal Paraguay says payment confirmation can take several minutes. The certificate remains stored in the account and can be downloaded again when needed.
The certificate includes an electronic signature and a QR or verification code. Its authenticity can be checked through the Civil Registry's official verification service.
The Civil Registry explicitly confirms that electronically issued birth certificates are legally valid for private, judicial and administrative procedures in Paraguay. Its guidance on the legal validity of electronic birth certificates explains the legal basis.
How long is it valid?
Portal Paraguay states that an electronic birth certificate is valid for one year from the date of issue. For a paper certificate issued in person by the Civil Registry, the portal does not specify a fixed expiration period.
A receiving institution may nevertheless require a recently issued certificate for a particular procedure, even where the certificate itself has no stated expiration date.
What if the birth record does not appear online?
Older Civil Registry records are not all available digitally. If Portal Paraguay reports that the corresponding record cannot be found, this does not necessarily mean that the birth was never registered.
The certificate must then be requested through the Civil Registry. According to the registry, a record that has not yet been digitized can be handled through the office where the birth was originally registered, while the central and departmental offices can also handle appropriate cases. What if the information is wrong?
The preview before payment matters because the certificate reproduces information from the underlying registry record. If the name, date or another detail is incorrect, generating another certificate will not change the record.
The underlying information should therefore be corrected through the Civil Registry before relying on a newly issued certificate.
Can the electronic certificate be used abroad?
Yes, but additional formalities apply when a Paraguayan birth certificate will be presented in another country.
Portal Paraguay says that an electronically issued certificate intended for foreign use should first be printed and presented to the Civil Registry for the applicable authentication step. It then proceeds through Paraguay's Ministry of Foreign Affairs.
The next step depends on the destination country. Countries participating in the Hague Apostille Convention generally use an apostille. Other destinations may require traditional legalization. The Ministry of Foreign Affairs describes the current procedure on its Apostille and Legalization page.
A translation may also be required. Before starting the process, it is therefore useful to ask the receiving authority exactly which version, authentication and translation it requires.
When is the PDF enough, and when is paper needed?
For procedures inside Paraguay, the electronically issued PDF is itself a legally valid document. Printing it does not increase its legal validity; authenticity can be checked through its electronic signature and verification mechanism.
Paper becomes important primarily when the certificate is being prepared for formal use abroad and needs apostille or legalization. People whose birth record is not digitally available, or who cannot use Electronic Identity, can also continue to obtain the certificate through the Civil Registry in person.
The electronic service therefore removes a substantial part of what was previously an entirely in-person procedure: where the necessary record is digitized and the applicant meets the access requirements, the certificate can be requested and downloaded from home.
