Senator Patrick Kemper has entered the contest for more influence within the National Republican Association (ANR) in Asunción. With the municipal elections of 7 June 2026 on the horizon, the lawmaker is betting on the council candidacy of Constantino “Tino” Ayala to consolidate his own space in the party.
Ayala is director of Oversight for the Municipality of Asunción, a role in which he led the adoption of body cameras to bring more transparency to control procedures. He is the brother of Maximiliano Ayala, director of the Civil Registry, which reinforces the family ties to public administration.
Kemper sees the candidacy as a chance for renewal. “There is a real opportunity for a new generation of leadership in Asunción. The political moment favours profiles like Tino’s: young people with real experience in public and territorial management,” said the senator, who chairs the Senate Committee on Science, Technology, Innovation and the Future.
The candidate presented proposals aimed at modernising municipal services, such as an artificial intelligence app for real-time complaints, digitisation of processes under a “zero paper” concept, adaptive smart traffic lights and LED solar lighting for squares and public spaces.
Kemper’s move comes amid intense internal competition in the ANR, where different factions are seeking to position themselves to gain prominence on the Municipal Board and in future elections.
