President Santiago Peña has removed official Carlos Miguel Torres Romero from his post at the Paraguayan Embassy in Lebanon. The removal, formalized by Decree No. 6378 of July 16, 2026, comes as the diplomat is under investigation for alleged irregularities.
Torres Romero, a First Officer of Administrative and Technical Affairs within the Ministry of Foreign Affairs (MRE), is the subject of an internal inquiry for allegedly having credentialed himself as a diplomatic official with the rank of First Secretary—a hierarchical level not corresponding to his actual position and without authorization from the Paraguayan Foreign Ministry.
In addition to the investigation into rank usurpation, reports indicate that the official was the subject of complaints from citizens who carried out procedures at the embassy in Beirut, who complained of inappropriate treatment. An alleged internal document, cited by press outlets, mentions that Torres Romero is said to have offered improper personal services, such as massages, and used dating apps during his working hours. Official Lethicia Paredes Sequeira reportedly alerted the MRE about the discomfort caused by his behavior as early as June 2025.
The presidential decree also prompted a series of other movements within the Paraguayan foreign service. Among the appointments are Sergio Andrés Bogado Delvalle to the Embassy in Costa Rica, Carlos David Irala Vera to the Consulate General in Los Angeles (USA), Javier Fernando Rodríguez Falcón to the Embassy in France, and Diego Armando Fernández Fleitas to the representation in Russia.
The text also ordered transfers to consulates in Santa Cruz de la Sierra (Bolivia), Posadas (Argentina), Sydney (Australia), and Rosario (Argentina). Carlos Miguel Torres Romero has been part of the MRE since 2012 and had been appointed to the post in Lebanon in July 2024.
