The Puente de la Integración, between Presidente Franco and Foz do Iguaçu, will have new traffic rules starting September 14, 2026. The main change is the authorization, during restricted hours, of private vehicles belonging to residents of four border cities, as well as an extension of the period for empty heavy trucks. In practice, eligible residents will gain a daytime window to cross in private cars, while the nighttime access window for empty trucks will begin earlier.
Cars will be allowed to cross from 7 a.m. to 1 p.m. The authorization applies exclusively to residents of Ciudad del Este, Presidente Franco and Hernandarias, in the department of Alto Paraná, and Foz do Iguaçu, in the Brazilian state of Paraná. The driver and all passengers must present the Border Neighborhood Transit Document (DTVF), provided for under the Agreement on Linked Border Localities of Mercosur, in addition to meeting the agreement’s other requirements.
In Paraguay, the DTVF is requested at the Directorate-General for Migration office on Rogelio Benítez Avenue. In Foz do Iguaçu, applications are submitted at the Federal Police office located in Shopping Catuaí Palladium.
The new schedule also extends the hours for large trucks traveling empty, meaning without cargo. Today, this traffic operates from 8:30 p.m. to 5 a.m.; after the change, it will be allowed from 6 p.m. to 5 a.m.
The movement of goods will remain limited. The Puente de la Integración will not have regular cargo clearance; only subsistence products covered by the border agreement may be transported. Smaller trucks will continue to be authorized to enter and leave empty from 7 a.m. to 7 p.m., but the return trip with cargo must be made via the Puente de la Amistad.
International urban transport on the Presidente Franco–Foz do Iguaçu route may optionally use the new viaduct in both directions from 7 a.m. to 7 p.m., also with a DTVF. Regular international routes and passenger services operating in closed circuits without a final destination in Ciudad del Este or Foz do Iguaçu will have exclusive access to the Puente de la Integración for 24 hours.
Built to create a second road link between Paraguay and Brazil, the Puente de la Integración was completed in August 2023 but is operating gradually. Full opening is expected in 2027, according to the authorities’ reported expectation, after construction is completed over the Monday River. Those works are part of the Corredor Metropolitano del Este, designed mainly to concentrate truck traffic.
