Operation Umbral 2.5: Public health ensures sanitary coverage during transfer of 361 women to new prison in Emboscada

The Government of Paraguay completed Operation Justice Umbral 2.5, transferring 361 women deprived of liberty to the Emboscada Penitentiary Complex (COMPLE), definitively eliminating mixed prisons in the country. The Ministry of Public Health and Social Welfare mobilized 30 professionals and ambulances to ensure medical care throughout the process.

The National Government carried out Operation Justice Umbral 2.5 this Tuesday, considered a milestone in the Paraguayan penitentiary system. 361 women deprived of liberty were transferred to the Penitentiary Complex for Women Deprived of Liberty of Emboscada (COMPLE), consolidating the end of mixed prisons in the country.

The Ministry of Public Health and Social Welfare, led by Minister María Teresa Barán, deployed a team of 30 professionals — doctors, nurses, paramedics and support staff — as well as ambulances, sanitary vehicles, medications and essential supplies. The sanitary coverage aimed to ensure a safe, orderly and dignified transfer for the inmates from six penitentiary establishments.

During the operation, multiple medical assistances were recorded, mainly related to cases of high blood pressure, headaches, nausea and vomiting. Care followed strict standards of health protection and respect for human rights.

The Minister of Justice, Rodrigo Nicora, highlighted that the advance represents the fulfillment of a historical debt with women deprived of liberty and with the national penitentiary system. Nicora also emphasized the coordinated work among state institutions, which allowed the completion of the operation without serious incidents.

The authorities emphasized that security, health and social reintegration are part of the same public policy aimed at guaranteeing dignity and better conditions for people deprived of liberty.
