The ministers who did not attend the secret meeting with Peña are members of the Criminal Chamber handling the Seprelad case

The Criminal Chamber of the Supreme Court of Justice was composed of justices Víctor Ríos, Manuel Ramírez Candia, and Gustavo Santander, the only three of the nine justices who did not take part in the secret meeting with President Santiago Peña at Mburuvicha Róga, to review the constitutional challenges in the case involving the Seprelad leaks.
