Prosecutors have filed charges against Lourdes Bernarda Ramírez de Ramos for her alleged role in the kidnappings of Arlan Fick and police officer Edelio Morínigo, as well as other crimes attributed to the self-styled Paraguayan People’s Army between 2009 and 2015.
