Paraguay's Ministry of Justice concluded Operation Umbral 2.5 this Sunday (17), transferring 361 women deprived of liberty from six penitentiaries to the Penitentiary Complex for Women Deprived of Liberty (COMPLE), located in Emboscada. The operation, carried out with support from the National Police and the Armed Forces, proceeded without incidents, meeting the planned schedule.
The inmates were removed from the penitentiaries of Ciudad del Este, Concepción, Itapúa, Misiones, Villarrica, and Pedro Juan Caballero. From the women's prison "Juana María de Lara," 109 inmates left, while from the San Juan Bautista prison, 56 women were transferred. The Ministry of Justice reported that the action was executed under strict security protocols, with high inter-institutional coordination and unrestricted respect for human rights, ensuring an orderly, safe, and dignified transfer.
The institution reassured the inmates' families, ensuring that additional information will be released through official channels. A press conference is scheduled for the morning of this Monday (18) to provide more details about Operation Umbral 2.5.
