Young people aged 18 to 29 account for 1,363,895 voters eligible to participate in Paraguay’s municipal elections on October 4, 2026. The group represents 27% of the Electoral Roll, equivalent to 27 out of every 100 people eligible to vote.
The data were prepared by the Department of Analysis and Statistics of the Directorate for Updating and Purging the Permanent Civic Registry (RCP), based on the 2026 electoral registry. Among young voters, 688,235 are men, or 50.5%, and 675,660 are women, representing 49.5%.
The largest age group is voters aged 25 to 29, with 632,808 people. They are followed by those aged 20 to 24, with 569,324 people. The registry also records 90,140 19-year-old voters and 71,623 18-year-old voters.
The figures were released in the context of Youth Day and ahead of the municipal vote. The Electoral Justice, Paraguay’s state electoral body responsible for organizing electoral processes, says the number of young voters makes this group a significant share of the electorate that will choose local authorities.
To encourage participation, the Directorate of Citizen Participation holds activities in schools and universities, including workshops and discussions about how elections work and the importance of young people’s involvement in democratic life. It also develops Educational, Labor and Socio-Community Internship programs for students in the first through third years of secondary school, in partnership with the Ministry of Education and Sciences.
The figure includes citizens who turned 18 and were added to the Permanent Civic Registry, the official register used to determine who is eligible to vote. In the municipal elections, these voters will take part in choosing authorities responsible for local administration throughout the country.
