IPS Records Growth in Coverage and Concentration in Asunción, Central, and Alto Paraná

Between April 2025 and April 2026, the Social Security Institute (IPS) expanded its protected population by 63,456 people, totaling 1,666,595 insured individuals. Asunción, Central, and Alto Paraná concentrate more than 80% of the insured, reflecting the formalization of employment in the country's main economic hubs.

The Social Security Institute (IPS) of Paraguay recorded an increase of 63,456 people in its protected population between April 2025 and April 2026, reaching 1,666,595 insured individuals. Official data point to an expansion of social security and health coverage, driven by the recovery of formal employment and economic dynamics in urban centers.

Asunción continues to lead, with 991,299 insured individuals in April 2026, compared to 952,100 in the same month of 2025 — an increase of 4.1%. The Central department ranks second, with 277,184 insured (growth of 2.9%), while Alto Paraná appears third, with 136,868 insured (expansion of 3.9%). Together, these three geographic areas concentrate more than 80% of IPS insured individuals.

Itapúa and Caaguazú also showed relevant growth, reaching 54,442 and 31,109 insured individuals, respectively. San Pedro recorded the highest relative increase among departments: 8.4%, jumping from 14,393 to 15,595 insured. Amambay grew 6.0%, reaching 21,237 insured. In the Chaco, Boquerón and Presidente Hayes totaled 23,396 and 17,655 insured, respectively, reflecting the economic relevance of the region.

The departments with the smallest protected population continue to be Alto Paraguay (2,520 insured) and Caazapá, which showed a slight reduction, from 4,708 to 4,553 insured — one of the few declines observed in the period.

The data indicate an expansion of the social security system, but highlight a strong concentration in the main urban and economic hubs, signaling that labor formalization still depends on these regions.
