Judge of Penal Execution Carlos Mendoza ordered the capture of former Central Department Governor Hugo Javier González Alegre, known artistically as "N° 2", and his former Chief of Staff, Miguel Ángel Robles Ibarra. The decision, issued on August 3, 2026, revokes their outpatient liberty and orders them to be sent to the penitentiary system to begin serving a 10-year prison sentence.
The conviction, handed down in January 2025 by a court specialized in economic crimes, was confirmed by the Criminal Chamber of the Supreme Court of Justice in July 2026, becoming final. The case, known as "ghost works", involved the diversion of public funds intended to combat the effects of the COVID-19 pandemic, causing a loss of G. 5.105 billion to the coffers of the Central Department Governor's Office.
During the trial, it was proven that the accused used false and cloned invoices to justify public works that were never executed. Miguel Ángel Robles Ibarra was identified as the main mastermind of the scheme, while Hugo Javier, as governor, authorized the transfers.
In addition to the two, four other former officials were convicted in the same case. Javier Marcelo Rojas Giménez, Lourdes Lezcano Decoud, Luis Eduardo Allende Araújo and Modesta Valiente Escobar received two-year prison sentences, with the execution of the sentence suspended. They were notified to appear before the court within 72 hours.
