Investor Pass: new path to permanent residency for foreign investors in Paraguay

The Paraguayan government launched the Investor Pass in April, allowing foreigners who invest at least US$150,000 to obtain permanent residency through an accelerated process.

In April 2026, the Paraguayan government introduced the Investor Pass, an initiative aimed at attracting foreign capital by offering a streamlined procedure for obtaining permanent residency. The program requires a minimum investment of US$150,000 in real estate, securities, stock market shares, or the hotel sector.

Jorge Kronawetter, head of the National Migration Directorate, said the Investor Pass is not a traditional visa but a mechanism similar to the United States' "Gold Pass." Investors must submit documents, undergo Interpol checks, and meet administrative requirements.

After the application, the Ministry of Industry and Commerce verifies compliance with the formalities and issues an "investor certificate," which allows the request for permanent residency without the usual two‑year prior residence requirement applied to other foreigners.

The program updates the 2013 law, which provided residency for investors who put in US$70,000 and created at least five jobs. The new focus is on attracting real‑estate, securities, and hotel investments, competing with schemes such as Gold Card, Express Entry and Viper.
