Itaipu transfers US$310 million to Paraguay in first eight months of 2026

Itaipu Binacional transferred US$310 million to Paraguay in the first eight months of 2026 for royalties, energy transfers and ANDE investments, bringing transfers since August 2023 to US$1.532 billion to finance the public budget, school meals, construction and electrical infrastructure.

Itaipu Binacional transferred US$310 million to the Paraguayan state in the first eight months of 2026, based on the amounts reported for transfers provided for under Annex C of the Itaipu Treaty. Of the total, US$175 million consisted of royalties, US$89 million of energy-transfer payments and US$46 million of reimbursement to the National Electricity Administration (ANDE), Paraguay’s state electricity utility.

Royalties help finance the National General Budget and are also distributed by the Ministry of Economy and Finance to departmental and municipal governments. Energy-transfer funds, meanwhile, are allocated to the National School Feeding Fund (FONAE), in addition to transfers to departments and municipalities.

Payments to ANDE serve a different purpose: they provide predictable resources for its investment plans to expand and improve the coverage and quality of electricity services in Paraguay.

In August, the transfers totaled approximately US$35 million. They included US$22 million in royalties, about US$11 million from energy-transfer payments and US$1.7 million allocated to ANDE as reimbursement for administration costs and remuneration of capital.

From August 2023 through August 2026, Itaipu transferred US$1.532 billion to the Paraguayan state. These resources were earmarked to finance construction, social programs, school meals and investments in the electricity system.

The funds have a direct impact on areas that reach readers beyond the energy sector: some of the money enters the public budget, some reaches local administrations for construction, and another portion finances student meals. The share allocated to ANDE, in turn, supports investment in infrastructure essential to homes, businesses and public services.

Itaipu is jointly administered by Paraguay and Brazil, and the transfers mentioned are part of the financial obligations established in Annex C of the treaty governing the operation of the binational power plant, located on the border between the two countries.
