Judge Osmar Legal, specialized in organized crime, authorized the forensic extraction of data from four mobile phones belonging to high-ranking officials of the National Anti-Drug Secretariat (SENAD) and an employee of the Public Prosecutor's Office. The measure, formalized by Interlocutory Order No. 348, is part of the investigations derived from the #LaMafiaManda case, which revealed alleged corruption networks and leaks of sensitive information involving drug trafficking on the border with Brazil.
The devices include three iPhones voluntarily surrendered by former SENAD executives — Cristian Porfirio Amarilla Cabaña, Aldo Osmar Pintos Martínez, and Alicia Marlene Vázquez Samaniego — and a fourth device seized during home searches in Pedro Juan Caballero. The latter belongs to Helga Lizany Concepción Solís Gomes, niece of the late deputy Eulalio "Lalo" Gomes and an employee of the Prosecutor's Office. The devices will be analyzed by expert Shirley Taboada, of the Special Unit for Sensitive Intelligence (SIU) of the National Police, designated to carry out the procedure.
The examination seeks to recover current and deleted records of calls, SMS messages, audio, and conversations on platforms such as WhatsApp, Telegram, Signal, Threema, and Zangi. Also included in the scope of the analysis are financial data, bank transactions, metadata from payment apps, and multimedia files that may indicate coordination of illicit activities or protection of members of the so-called Gomes Clan.
The investigations are based on chats extracted from Lalo Gomes's phone; he died in a police confrontation in August 2024. The conversations exposed schemes of influence peddling and obstruction of justice within institutions such as SENAD, the Judiciary, and the Public Prosecutor's Office itself. The prosecution alleges that the internal structure of the anti-drug agency was irregularly used to filter operational alerts to traffickers, undermining national and international actions against organized crime.
In his decision, Judge Legal invoked constitutional principles regarding the inviolability of communications, justifying the intervention as indispensable for establishing the real truth in complex cases. Defense lawyers were notified to present any additional points for examination or appoint technical assistants within 72 hours. The technical examination aims to clarify whether there was systematic collusion between public agents and criminal organizations in the Amambay region.
