The Ministry of Information and Communication Technologies (Mitic) has awarded Consorcio TIC the tender for the turnkey acquisition and implementation of the new State Modular Data Center. The contract, part of the Digital Agenda Support Program, involves an investment of ₲ 19,010,508,763 plus US$ 30,110,937.96, with funds from a loan by the Inter-American Development Bank (IDB).

The infrastructure will be built on Mitic’s institutional land in Nueva Asunción, Presidente Hayes department, in the area known as Chaco’i. The site will serve as the main brain and digital repository for Paraguay’s public sector, hosting the future Nube-PY platform, which will offer IaaS, PaaS, and SaaS services to government agencies with greater efficiency, security, and scalability.

The data center will hold Tier III international certification from the Uptime Institute, ensuring high availability and a design that virtually eliminates failures. Its modular structure will allow maintenance and repairs without shutting down the system, ensuring that digital services used by citizens experience no interruptions.

Consorcio TIC is made up of local companies Concret Mix SA, ITC Servicios SRL, and TSV del Paraguay SRL, which will take full responsibility for the design, assembly, and activation of the data center. The execution period is 20 months, and expenses are authorized starting from the 2026 fiscal year, following IDB procurement policies rather than Paraguay’s public contracting law.

In March of this year, three business consortia submitted bids to compete for the historic contract. The selection process met all technical and legal requirements, Mitic stated.
