The Minister of Information and Communication Technologies (Mitic), Gustavo Villate, provided false information to the National Congress by denying that the ministry executed funds for digital advertising campaigns. Documents obtained reveal the existence of secret mega-agreements, with values that could reach $8 million annually, outsourced through the Itaipu Technological Park Foundation (PTI-PY).
In response to information requests from lawmakers in June 2026, Mitic stated it did not manage advertising accounts funded with its resources for digital campaigns, claiming its contractual links were available on the National Directorate of Public Procurement (DNCP) portal. However, the ministry concealed the execution of at least three multi-million dollar agreements.
Among them are Agreement No. 4500073749/2023, titled "Support for communication plans for the positioning of Paraguayan state public policies," its expansion into a "Phase II" (Agreement No. 4500082552/2025), and Agreement No. 4500082552/2025, labeled "Energy of Paraguay: National and international strategic communication."
The terms of these agreements, which explicitly required the "development of content on digital platforms," "audience analysis and segmentation," and the creation of a scheme to pay "influencers," contradict the official denials. The documentation mentions the company Coeficiente SRL, managed by Gloria Ocampos Mora, for dissemination on Google, YouTube, Meta, and programmatic ads.
Those designated as responsible for execution were the Deputy Minister of Communications, Alejandra Duarte Albospino, the then-Director of Media, Guillermina González, and the official María José Cubilla. González resigned from her position last month, following publications by the network known as La Red Desinformante.
