Bachi hires and promotes political operator and prospective city council candidate at Congress with high salaries

During Basilio Bachi Núñez's tenure at the National Congress, two officials — Catherine Larissa Benítez Pascottini, a prospective city council candidate in Ñemby for the Honor Colorado movement, and Adilson Sosa, the son of a Villa Hayes city councilor — were hired and promoted with significant salary increases within just a few months, prompting allegations of influence peddling and waste of public resources.

Two employees hired by the National Congress during the administration of president Basilio Bachi Núñez have drawn attention for their rapid career advancement and high salaries: a political operator linked to the Honor Colorado movement and a prospective city council candidate in Ñemby. Both joined the Legislative branch last year and received significant pay raises within just a few months.

Catherine Larissa Benítez Pascottini, a graduate in Business Administration, appears as a contracted employee of the Senate since October 2025, when she earned G. 5 million per month. In April 2026, her total remuneration for the first four months of the year amounted to G. 41,600,000, equivalent to a monthly salary of G. 10,400,000 — an increase of 108% in less than a year. She serves as an advisor in the Directorate of Social Action of the Senate Presidency and also appears as a prospective city council candidate in Ñemby for the Honor Colorado movement, with the backing of Bachi Núñez.

The other case involves Adilson Sosa, 32, son of Villa Hayes city councilor Arnaldo Sosa, who is serving his third consecutive term and is seeking reelection through the same political movement. Adilson began his career as a driver at the Villa Hayes municipal government and, in 2022, filed his first sworn statement with the Office of the Comptroller General of the Republic with a declared net worth of G. 16,900,000. He then went on to work at the Electoral Registry of Remansito, under the Superior Electoral Court (TSJE).

In May 2025, Adilson Sosa took up the position of Specialist VII on the Honor Colorado caucus in the Senate, already earning a salary of G. 5 million. In October, he was promoted to Head of Digitization, with a remuneration totaling G. 9,750,000. In February 2026, he updated his category to Technical III and, days later, filed a new sworn statement with a salary of G. 12,350,000. He is on the list of 54 employees who joined the Congress during the Bachi era and reside in the department of Presidente Hayes, the main area of political influence of the cartista senator.

Both cases came to light following a complaint filed by journalist and lawyer Rubén Penayo, who accuses Bachi Núñez of breach of trust, influence peddling, and improper collection of fees. The expanded complaint points to alleged salary waste of more than USD 6 million in Congress and the Senate during the current administration.

Adilson Sosa had already appeared in a February 2016 publication by the newspaper ABC Color, on a list of 262 individuals charged with planillerismo — the practice of drawing a salary without performing actual work — at the National Administration of Navigation and Ports (ANNP). Together with his father, he is working for the reelection of the mayor of Villa Hayes, Luis López, who also has the support of the president of Congress.
