The Chamber of Deputies approved a request for information addressed to the National Civil Aviation Directorate (DINAC) to obtain a comprehensive overview of the state of regulation, control, and institutional capacity of the agency in light of the growing use of drones in Paraguay.

The initiative was presented by deputies Santiago Benítez (ANR-Amambay), Jatar Fernández (ANR-Central), and Saúl González (ANR-Central), who requested detailed information from the institution on various aspects related to remotely piloted aircraft.

Among the points requested is an update of the current regulations, considering the technological advances recorded in 2025 and 2026. The legislators want to know if DINAC intends to introduce changes to the rules to adapt them to the new conditions of the sector.

The deputies also asked for data on the operational capacity of the National Aeronautical Registry (RAN), specifically whether the agency has sufficient technological and human resources to handle a potential increase in the registration of drones in the so-called "Open Category," or if an expansion of infrastructure or budget will be necessary.

The request also includes information on the existing coordination mechanisms between DINAC and the National Telecommunications Commission (CONATEL), aiming to ensure that the operation of these devices does not affect essential telecommunications services.

Another issue raised is the possibility of implementing a mandatory technical certification system for drones and remotely piloted aircraft systems imported into the country, as a way to strengthen controls before their commercialization and use.

The lawmakers also requested statistics on incidents and accidents involving drones in Paraguayan territory over the past two years, including the main causes identified in each case.

The approved resolution establishes that DINAC must send all the requested information within a maximum period of 15 business days, in accordance with Article 192 of the National Constitution.
