Former Lambaré mayor Rosa Agustín "Guido" González Dans has been definitively acquitted by Paraguayan courts in the case investigating him for dangerous intervention in land traffic. The criminal action was related to the deaths of two soldiers who were swept away by a flash flood in the city in November 2023.
The decision, issued by criminal court judge Ana María Esquivel Rojas on August 4, 2026, accepted the dismissal request filed by the Public Ministry. Prosecutors Sophia Anatolia Galeano Gavilán and Sandra Beatriz Ledesma Espinoza argued that after conducting all investigative procedures, including expert reports and reconstructions, it was not possible to find sufficient evidence to assign criminal responsibility to González Dans.
The case began in the early hours of November 2, 2023, when Sergeants Alexis Teobaldo Sosa and Domingo David Ríos were caught by a severe storm while driving an Army Command truck in Lambaré. The vehicle was swept away by the current on Avenida Luis María Argaña and carried to the Lambaré stream, where there were no containment walls or any type of protection. Domingo Ríos's body was found days later, but the remains of Alexis Sosa remain missing to this day.
Initially, the prosecution maintained that the lack of protective works at the site, under municipal administration responsibility, would have contributed to the fatal outcome. However, expert reports concluded that the main cause of the accident was human factor, highlighting that the driver proceeded forward on an already flooded road with danger signage, facing a current that made the vehicle float and lose traction.
With this resolution, González Dans, who resigned from his mayoral position in June 2026 to run for reelection in the October 2026 municipal elections, is definitively disassociated from the case. The court also determined that the dismissal does not affect his honor and name, formally closing the judicial action against him.
