Former Advisor Suggests DNIT Take Over IPS Revenue Collection Amid Cleanup Plan

Former advisor to the Institute of Social Welfare (IPS), Aníbal de los Ríos, argued that the collection of the pension entity's resources should be managed by the National Directorate of Tax Revenue (DNIT). The proposal comes amid the financial cleanup plan driven by the new IPS authorities.

In an interview with a local radio station, de los Ríos stated that the IPS should no longer collect its own money. “I believe this obligation can be passed to the Directorate of Tax Revenue, which, with all its collection expertise, would handle the IPS collections,” he said.

The physician criticized the institute's current management, pointing to “disorderly spending” and a lack of control over bidding processes. “There is disorganization in the administrative side, where the IPS has failed,” he said. He added that if the equation between revenue and disorganized spending is balanced, the IPS could recover in a short period.

De los Ríos also questioned the perception that the IPS cannot serve the entire population. He explained that when calculating beneficiaries, the insured person's family must be considered, which raises coverage to about 2.5 million people. “It is a lie that the IPS cannot serve an entire population. What happens is that the Organic Charter dates from 1947 and we have not updated it to this day,” he concluded.
