Paraguay's Ministry of Economy and Finance (MEF) made compensation payments to 46 beneficiaries from the sixth group of victims of the Stroessner dictatorship, according to the 2026 schedule. The transfer was authorized by MEF Resolution No. 194/2026 and processed through the Banco Nacional de Fomento (BNF) network, following the provisions of Decree No. 5311/2026 and the credits approved by Law No. 7609/2025.
Another 18 beneficiaries had their payments suspended due to expired identity documents or pending legalization of foreign documents. The funds were allocated to direct victims, children, and heirs of the regime.
Beneficiaries who do not have an active BNF debit card must appear in person at the bank branch in Lambaré, at Avenida Cacique Lambaré and Juana de Lara, with a valid civil identity card. Those who already have an enabled account at the bank will receive the deposit automatically.
To regularize the situation, people with pending documents must present authenticated copies (for national documents) or apostilled copies (for foreign documents) at the Coordination of Diverse State Obligations (CODE), located on the 5th floor of the Citicentro Building, at Calle Estrella and Chile in Asunción.
