The Ministry of Public Works and Communications (MOPC) published International Public Tender No. 55/2026, ID 487424, to prepare the detailed project design and build the first phase of the Eco-Inclusive District in the Chacarita area and Las Mercedes neighborhood of Asunción. The supplied report says the project calls for about 320 homes, urban infrastructure and the resettlement of families.
The report says the intervention will take place on a 3.32-hectare filled-in site raised to a level considered outside flood risk. The project includes improvements to pedestrian access to Artigas Avenue and República de Cuba School. Its implementation involves the MOPC, the Ministry of Urbanism, Housing and Habitat, the Municipality of Asunción, the Paraguayan Sanitary Services Company and ANDE.
The report says the tender is divided into two lots to be carried out in coordination: the first covers urban infrastructure, and the second covers construction of the homes.
The report says the tender includes a resettlement plan for affected families.
Successful bidders must implement the Socio-Environmental Action Plan and comply with the World Bank’s environmental and social standards, according to the report.
The Eco-Inclusive District is part of a broader program to redevelop central Asunción, according to the report. Works already awarded under the program include burying a transmission line, the first phase of the Asunción Historic Center and the first phase of Bernardino Caballero Park. Other interventions still need to advance through their procurement processes.
