Paraguay has assumed the presidency of the Latin American and Caribbean Network of National Public Investment Systems (Red SNIP) for the first time, for the 2026-2028 period. The appointment took place during the XIV Seminar of the organization, held in Luque, with the presence of representatives from the 17 member countries and cooperating nations such as Germany, Korea, and Japan.
The Ministry of Economy and Finance (MEF) highlighted that the election represents vital recognition of the country's commitment to strengthening public investment. The presidency will be held by the MEF's Director General of Public Investment, Jorge Villagra, while Guatemala and the Dominican Republic will assume the vice-presidencies.
During the event, the Manager of Economics at the MEF's Vice Ministry of Economy and Planning, Nathalia Rodríguez, presented Paraguay's vision for evolving towards a National Public Investment System (SNIP) 2.0. She emphasized the need to integrate planning with a fiscal perspective, manage investment portfolios, prioritize initiatives aligned with national objectives, and measure results more efficiently.
Jorge Villagra highlighted Paraguay's progress in incorporating climate change criteria into public investment projects, supported by a regulatory framework that makes the consideration of climate factors mandatory. Tools such as the green taxonomy, the climate tagging of the General National Budget, and the Paraguay 2050 National Development Plan are part of this process.
The regional forum aims to exchange experiences, generate knowledge, and cooperate in the planning, formulation, evaluation, execution, and monitoring of public investment in the region, with the support of international organizations such as the Inter-American Development Bank (IDB), the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), and the German Agency for International Cooperation (GIZ).
