The Command of the Paraguay National Police carried out a broad restructuring of its operational commands on Monday, August 3, 2026, appointing new directors for the Directorates of Prevention and Security in Asunción and nine departments. The changes were formalized through Resolution No. 727, signed by the institution's commander, General Commissioner César Roberto Silguero Lobos, and are based on Law No. 7280/2024, the National Police Reform and Modernization Law, with the aim of optimizing police functions and strengthening public security.
Among the main changes is the replacement of Commissioner Juan Agüero as director of Asunción, who will now be headed by Commissioner Francisco Rubén Ávalos Barrios. Another significant move was the transfer of Commissioner Ricardo Orué Salinas, who leaves Canindeyú to take over the directorship in Paraguarí. The complete list includes Jorge Ramón Aquino Aguayo (Alto Paraná), José Osvaldo Aguiar Vega (Caaguazú), Eladio Rubén Martínez Reyes (San Pedro), Roque Armando Cañete (Guairá), Ramón Escobar Rolón (Canindeyú), Christian Javier Ramírez Aguilera (Ñeembucú), José Félix Vega (Presidente Hayes), and Reinaldo Delgado Arce (Alto Paraguay).
Simultaneously, Resolution No. 728 promoted changes in specialized directorates. Juan Agüero, who was in charge of security in the capital, was assigned to the Directorate of Tactical Operations. New heads were also appointed for the directorates of Information Production, Personnel Management, Police Personnel Welfare, Strategic Planning, Internal Audit, Information and Communication Technology (TIC POLNAC), and Summary Prosecution.
One case that drew attention was the replacement in command of Alto Paraná. Commissioner José Félix Vega, who took office on March 27, was replaced by Jorge Ramón Aquino Aguayo after a tenure of just over four months marked by a series of million-dollar robberies in the department. During this period, high-impact thefts occurred, such as the theft of 100 cell phones from a motorcycle taxi driver in the city center of Ciudad del Este, the robbery of an employee of the importer Vía Brasil, resulting in a loss of $200,000, and an attack with explosives on bank branches in Santa Rita, where police officers were taken hostage.
In his inauguration speech, the new director of Alto Paraná, Jorge Aquino Aguayo, who has worked in the region for 15 years, including commanding the Special Operations Group (GEO), acknowledged limitations in infrastructure and equipment. He stated that he would work with available resources and seek improvements, promising to personally lead street patrols. The deputy commander of the National Police, Feliciano Martínez, described the changes as normal administrative moves, focused on strengthening preventive work and community relations, while admitting that the current 1,600 personnel in Alto Paraná are insufficient for the demand.
The new authorities assumed their duties immediately, with the mission of continuing security strategies and preventive patrol plans in their respective jurisdictions.
