Paraguay's Ministry of Public Works and Communications (MOPC) will have a budget of G. 9.28 trillion for the 2027 fiscal year, representing growth between 33% and 34% compared to the G. 6.99 trillion projected for this year, according to the draft General Budget Law of the Nation (PGN). The expansion reflects a structural prioritization of physical infrastructure, which will absorb about 70% of ministerial resources allocated to public investment, covering roads, sanitation, civil works, and hospitals.
Within this allocation, the "Paved Road Network" program concentrates most investments, highlighting the "incremented paved road network" subcategory, whose resources will jump to G. 5.11 trillion. This specific sector accounts for nearly three-quarters of the total increase projected for the MOPC. Among the highlighted road works are the improvement of the Pedro Juan Caballero-Capitán Bado-Ypejhú stretch in the north of the country, whose budget quadrupled, and the maintenance of Ruta PY04, specifically on the Pilar-Humaitá-Paso Patria stretch. New funds were also included for the expansion and improvement of Ruta PY01 between Cuatro Mojones and Quiindy, as well as for the recovery of Ruta PY22, linking Concepción to Vallemí.
In the social and basic services sphere, the plan contemplates robust investments in health and education. Resources for the construction of the Large General Hospital received significant reinforcement, as did the San Estanislao General Hospital. In the education sector, the expansion of educational establishments registered an expressive leap. In housing and basic services, funds are foreseen for 1,500 homes in Bañado Sur, in Asunción, in addition to drinking water and sewage works in cities such as San Lorenzo, Lambaré, Ciudad del Este, and Presidente Franco. The project also provides resources for rural access roads and for the Southwest Corridor Pilar-Yabebyry.
Minister Claudia Centurión clarified that part of the increase in transfers for public transport subsidies does not necessarily represent new spending, but rather the replenishment of previously reallocated resources. Another component registering important growth is financial investment, which increases by 59%, reaching G. 1.5 billion, mainly due to the state contribution to the trust corresponding to the public-private partnership (PPP) of Ruta PY01. Although about 70% of the public investment budget uses debt as a financing source, this characteristic applies specifically to that investment block, not necessarily to the entire ministerial package. The general PGN 2027 project totals G. 166.3 trillion, representing growth of 11.2% compared to the previous year, with a budgeted exchange rate of G. 6,458 per dollar.
