The Paraguayan passport ranked 53rd worldwide for mobility in 2026, with access to 141 destinations — equivalent to 71.2% of the international destinations assessed. The result represents a decline from 2025, when the document ranked 49th and had a score of 144 destinations.
Of the 141 destinations considered accessible, 86 allow entry without a visa, 47 offer a visa on arrival or some simplified procedure, and eight accept an electronic travel authorization (eTA). In another 57 countries, Paraguayans still need to obtain a consular visa before boarding.
Mobility is particularly high in Europe: 97.9% of the destinations assessed within the Schengen Area — the European area of free movement among participating countries — can be accessed without a visa. In South America, coverage reaches 90.9%, placing Paraguay sixth in the region. Guyana is the exception cited in the report because it maintains a visa requirement.
In North America, the Paraguayan passport allows visa-free entry to Mexico and Costa Rica. Travel to the United States and Canada, however, requires a prior visa. Requirements also remain across large areas of Africa, Asia and Oceania, which contain a significant share of the destinations where travelers must complete consular procedures before their trip.
The report also points to a difference in the rules applied by some countries. Citizens of the United States, Canada, Australia, Indonesia and New Zealand may enter Paraguay with a visa on arrival or electronic authorization, while Paraguayans must apply for a prior consular visa to visit those five destinations.
In regional and multilateral comparisons, Paraguay ranks 13th among the 33 countries of the Community of Latin American and Caribbean States (CELAC), fourth among the five members of Mercosur, and eighth among 20 Spanish-speaking countries. In the Group of 77 (G77), which comprises 132 countries, it ranks 17th.
The ranking measures the mobility offered to passport holders, taking into account visa-free entry, visas on arrival and simplified authorizations. It does not represent Paraguay’s openness to foreign visitors: in that separate measure, the country ranks 107th among 199 territories. The source of the survey is the Passport Reports portal.
