President Santiago Peña appoints representatives to the Board of Caja Ferroviaria 2025-2028 in Paraguay

The President of Paraguay, Santiago Peña, appointed principal and alternate representatives to the Board of the Caja Ferroviaria for the 2025-2028 term, according to Decree No. 6113 signed on May 27, 2026.

The President of Paraguay, Santiago Peña, signed Decree No. 6113 on May 27, 2026, appointing the principal and alternate representatives to the Board of the Caja de Seguros Sociales de Empleados y Obreros Ferroviarios for the 2025-2028 term.

The principal representatives appointed by the Asociación de Jubilados Ferroviarios del Paraguay are Carlos Medina and Jacinto González Villagra, while the alternates are Pedro Cáceres González and Tranquilino Chávez González. For the state-owned company Ferrocarriles del Paraguay Sociedad Anónima (Fepasa), the principal representative is Édgar Raúl Jara López, with Rubén Darío Echeverría Villasboa as alternate.

The decree was based on official notes from the Ministry of Labor, Employment and Social Security, which reported the results of the elections for the designation of retired railway workers’ representatives, as well as Fepasa’s proposal to join the Caja Ferroviaria Board.

According to data from the Ministry of Labor, the Caja Ferroviaria currently has only three to four active workers per year, compared to 321 retirees and pensioners registered in 2023. Despite this imbalance, the institution remains active within the national system, surviving thanks to state funding that covers most of its expenses.

In 2025, pension expenses totaled approximately 9.78 billion guaraníes, while social security contributions amounted to only 441 million guaraníes, representing about 4.5% of the costs. The remaining 95.5% was financed by the government.
