Self-proclaimed leader of the Clan Rotela suffers accident and is arrested in Lambaré

Luis Amadeus Monges Medina, 34, self-proclaimed leader of the Rotela Clan, was arrested in Lambaré after a rollover traffic accident on Avenida Cacique Lambaré. He was taken to the Trauma Hospital and, after being discharged, transferred to the 4th Police Station by order of the Public Prosecutor's Office.

Luis Amadeus Monges Medina, 34, known as "Toto" and self-proclaimed leader of the Rotela Clan criminal organization in the Lambaré area, was arrested on Sunday after causing a rollover traffic accident on Avenida Cacique Lambaré, at the corner of Acosta Ñu Street, in the Valle Apu'a neighborhood.

According to Commissioner Sergio Ramos, head of the 4th Police Station in Lambaré, Monges was driving a Toyota Hilux Surf pickup truck when it sideswiped a Toyota Belta sedan driven by Luz Clara Aquino, 35, who escaped unharmed. As a result of the impact, the pickup truck rolled over on the avenue's asphalt.

As a result of the crash, Monges sustained injuries and was rushed to the Trauma Hospital in Asunción. After being discharged, he was transferred to the 4th Police Station, where he remained in custody by order of the Public Prosecutor's Office. An inspection of the wrecked vehicle revealed no suspicious elements or illicit evidence inside the cabin.

Commissioner Ramos reported that Monges has a prior record for violations of the Firearms Act but stressed that, at the time of the accident, there was no arrest warrant in effect nor any court-ordered restrictive measure against him. The self-proclaimed leader of the Rotela Clan had been captured in May 2025 during a joint tax-police operation in the area known as Pantanal, in Lambaré, but was granted alternatives to pretrial detention.

In September of last year, the home of Nilda Noemí Medina, 64, Monges's mother, also in Lambaré, was targeted in a drive-by shooting by hitmen. The attackers fired at the house's tempered glass door, which was completely destroyed. The woman was sleeping at the time of the attack.
