The Paraguayan Senate approved a declaration demanding that the Minister of the Interior, Enrique Riera, clarify the circumstances surrounding the death of 22-year-old Federick Nahuel Cáceres Sosa during a police operation in Alberdi. Legislators classified the incident as a possible case of "trigger-happy" policing.
Senator Carlos Núñez Agüero of the Colorado Party issued the harshest criticism, stating that Riera is promoting a "militarization of Paraguay" by concentrating power within the National Police. He blamed the minister for the deterioration of security and warned that the ruling party could suffer a political cost if the police's conduct is not reversed. Núñez also criticized the relocation of the National Police Command to the building in Puertos, arguing that Commander César Roberto Silguero Lobos has lost authority to the minister.
Senator Ever Villalba of the opposition PLRA party supported the declaration, emphasizing that the death of a citizen at the hands of the police cannot be normalized. He pointed out that, according to initial information, the victim was not armed and that the operation involved a large number of officers, indicating the need to review operational protocols.
Senator Mario Varela, also of the Colorado Party, said the Senate cannot remain indifferent to a complaint of this severity. He stated that while one should not prejudge, it is the State's obligation to investigate exactly what happened to preserve the legitimacy of and trust in the police institution.
The declaration approved by the Senate plenary formally requests that the Ministry of the Interior transparently investigate the procedure to determine if there was an excessive use of force and to prevent similar cases from recurring.
