Paraguay’s Senate sent the Central Bank 31 questions about Ueno Bank’s operations and the oversight it received, including transactions with companies linked to Grupo Vázquez, the sale of a US$35 million loan portfolio and possible corrective measures, with 15 days to respond.

Paraguay’s Senate sent the Central Bank of Paraguay (BCP) a request for information containing 31 questions about Ueno Bank, including transactions with related companies, the sale of a loan portfolio, public deposits and the work of the Banking Superintendency. The central bank will have 15 days to respond after senators Antonio Barrios, Basilio Núñez and Natalicio Chase presented the request for approval.

The stated objective is to determine whether Ueno exceeded prudential limits for transactions with related parties and whether the supervisory body adopted the required corrective measures. Chase said the request does not reflect a conclusion that public funds are at risk, but seeks to confirm whether the rules were followed.

The questions include the limits applicable to related persons, the criteria for considering a portfolio sale valid and the definition of prohibited indirect financing. The senators also ask what happens when an excess remains for more than 10 consecutive days, how many regularization plans have been required in the financial system since 2020 and what sanctions have been imposed over the past 24 months.

The request cites transactions involving Mowi S.A., Grupo M5 S.A., Grupo Hendys S.A., Tuiú S.A., Franade S.A. and Aime S.A. Corredores de Seguros. It also requests information on guarantees, repayment capacity, the use of the funds and Ueno inspection and monitoring reports produced since January 2025.

One of the transactions under scrutiny is Ueno’s sale of a portfolio to Vinanzas S.A., valued at US$35 million and G. 36.9 billion. The Senate wants to know whether the Superintendency verified the transfer of the funds on the same day and whether it concluded that the transaction was genuinely a portfolio sale or could constitute indirect financing.

The text also addresses the issuance of debt securities by Itti S.A.E.C.A., Grupo Vázquez S.A. and the bank itself, acquired by Technoma S.A. and Factopar S.A. Lawmakers are requesting the analysis carried out by the BCP and information on how the funds were used. They also question an accounting exception granted after Visión Banco was absorbed and the possible effect of reversing it on solvency indicators.

Official records cited in the request associate some of the companies with Grupo Vázquez. Resolution No. 69/2024 of the National Competition Commission authorized Itti to acquire 50% of Grupo M S.A., owner of Pagopar, and 55% of Grupo Hendy S.A., owner of the Hendyla platform. Credit-rating reports also record the conglomerate’s holdings in companies cited in the request, although a company’s presence in corporate documents does not, by itself, prove irregularities in banking transactions.

The senators also requested information on a memorandum dated July 10, 2026, signed by Supervision Manager Fernando Rivarola, including its processing within the BCP and any divergence between the technical department and the Superintendency’s decision. The questionnaire asks whether there was a regularization plan, precautionary measures, a sanctions proceeding or a legal opinion on the transactions.
